Responsibilities
Responsibility for implementing the export control regulations of the individual countries lies with the person who exchanges knowledge or delivers goods and software across borders. However, overall responsibility lies with the budget and management officers of the individual units (e.g. project manager, head of area of responsibility, head of unit, etc. The constitutionally guaranteed freedom of science does not exempt from compliance with prohibitions or restrictions defined by law or regulation concerning the dissemination of certain goods and technologies, as well as certain financial measures.
Export Control Office UZH
The UZH Export Control Office is available to provide expertise with export control-related issues or questions. It provides information on the applicable regulations, offers advice and evaluates whether certain activities are affected by export controls.

Scope of services provided by the Export Control Office
- Central contact and advisory service for UZH staff on matters related to export controls and sanctions
- Evaluation of export control relevance in collaboration with researchers and involved units (Vice President Research, Academic Affairs, Teaching, etc.)
- Support in obtaining authorizations via SECO’s automated application system (ELIC)
- Support in developing an Internal Compliance Program (ICP), in particular:
- Proposal for governance structures (committees, decision‑making powers, responsibilities) for submission to the Executive Board of the University
- Proposal for a Code of Conduct and directives, including red flags, checklists, and processes
- Development and delivering training sessions
- Export‑control‑specific maintenance of national and international networks (ETH/University of Bern, EECARO, LERU, etc.)
- Primary contact for SECO regarding export controls and sanctions
- Primary contact for export control responsible officer
